Total U.S. Security and Reconstruction Assistance to Afghanistan

The United States is the leading donor to Afghanistan. U.S. foreign assistance to Afghanistan supports the people of Afghanistan in building a democratic, secure, and prosperous country. Total security and reconstruction assistance to Afghanistan, FY 2001—FY 2008, is more than $26 billion. These funds support each pillar of the Afghanistan Compact as follows:

• Security: $17.2 billion;

• Governance, Rule of Law, and Human Rights: $1.3 billion;

• Economic and Social Development: $7.7 billion.

The United States has committed increasing amounts of assistance to Afghanistan each year since 2001. Total U.S. assistance appropriated for Afghanistan in FY 2007 was more than $10 billion. This includes the fiscal year base appropriation of $1.3 billion; an emergency bridge supplemental appropriation of $1.6 billion; and an emergency supplemental appropriation of more than $7.1 billion. $3.1 billion has already been appropriated for Afghanistan in FY 2008. In addition, the United States has provided more than $80 million in emergency food assistance in 2008 to help the people of Afghanistan cope with rising food prices.
