17 August 2007 Combatting Avian Flu in North America: The North American Plan for Avian and Pandemic Influenza The threat of pandemic influenza has not changed. The U.S. Government remains concerned about the ongoing outbreaks of highly pathogenic avian influenza (HPAI ) H5N1 in birds and the potential for a human influenza pandemic that could have major global health, economic and social consequences. For this reason, as of June 2007 it has allocated $6.3 billion in emergency funding to address the threat of avian and pandemic influenza domestically and internationally.

September 2006State Plans for Containment of Pandemic Influenza, Centers for Disease Control and Prevention This review assesses differences and similarities of the states in planning for pandemic influenza. We reviewed the recently posted plans of 49 states for vaccination, early epidemic surveillance and detection, and intraepidemic plans for containment of pandemic influenza.

Serious outbreaks of highly pathogenic avian influenza have been registered in many regions and continue to spread rapidly. It is possible that the H5N1 virus, or another one like it, could transmit from human-to-human.

11 May 2006U.S. Collaborating with International Groups on Bird Flu Plans Says Senior U.S. Department of Agriculture (USDA) Official. Ron DeHaven said USDA is spending $20 million on bird flu control and prevention efforts. The efforts include helping the United Nations Food and Agriculture Organization (FAO) develop an "emergency operations command center" to track the spread of the highly pathogenic H5N1 virus in poultry in and among countries and coordinate response efforts.
5 May 2006U.S. Health Agency Awards $1 Billion to Prepare for Pandemic As part of the president’s plan to prepare for a pandemic, U.S. Department of Health and Human Services Secretary Michael Leavitt announced the award of more than $1 billion to five pharmaceutical companies to accelerate development and production of new technologies for influenza vaccines in the United States.
