First Time Applicants for U.S. Passports
If your inquiry regards a minor under 18, born outside the United States to an American citizen parent or parents, whose birth has never been documented at a United States Embassy or Consulate overseas, please refer to the section entitled Consular Report of Birth Abroad.
If you are 18+ years of age, and you think you may have a claim to United States citizenship because of your birth outside the United States to an American citizen parent or parents, you should complete questionnaire form UK-511 and send it to American Citizen Services, U.S. Consulate General, Danesfort House, 223 Stranmillis Road, Belfast BT9 5GR. On receipt, you will be advised whether you have a claim to U.S. citizenship and if so, how to proceed to apply for a U.S. passport.
If you have proof of your United States citizenship ( i.e. a U.S. Birth Certificate, a U.S. Consular Report of Birth Abroad, a U.S. Certification of Birth, a U.S. Certificate of Citizenship, a U.S. Naturalization Certificate, or a passport issued to your U.S. citizen parent(s) in which you are included) but you have never been issued a United States passport in your own right, please email consularbelfast@state.gov for advice on how to proceed.
