Passport Services in Person
Scheduling an Appointment for Interview
ALL of the following passport applications for passport renewal MUST be submitted in person. An appointment must be scheduled in advance. When you have completed (but not signed) the appropriate application forms and gathered the necessary supporting documentation, please telephone (028) 9038-6100 extension 4104 or email consularbelfast@state.gov to schedule an appointment for interview. Appointments are scheduled between 1:30pm and 3:30pm Tuesday through Thursday afternoons with the exception of all American and local public holidays.
Payment of Fees
Where there is a fee, the fee may be paid in cash, dollars or sterling. We also accept Visa, Mastercard, American Express, Novus/Discover, and Diners Club credit cards, and debit cards that bear the Visa or Mastercard logo. We do not accept personal checks.
Turnaround Times & Return of the Passport
Passport processing takes approximately 2 weeks. Your passport will be mailed to you when it is ready. Please provide a prepaid Royal Mail Special Delivery envelope for the return of your passport. These can be purchased at any UK post office. One envelope will suffice for up to four passports.
Child / Minor (under 18 years of age) Passport Renewal
Effective March 26, 2004, to enhance the accurate identification of passport applicants and help prevent international child abduction and trafficking, as well as help prevent passport fraud or misuse, the Department of State requires that all minors (i.e. anyone under 18 years of age) applying for a U.S. passport, even those who have previously been issued a passport, appear in person.
Applicants under 16 years of age must present
- The expired/expiring passport; and
- A completed but unsigned form
DS-11; and
- Two passport photos that conform to our
specifications
; and
- Evidence of the child's relationship to parents together with parental
identification e.g. the child's birth certificate showing both parents' names and
both parents' passports (U.S. or foreign). If the parents(s) and the child have
different surnames, documentation that will link the parent to the child, e.g.
divorce decrees and/or subsequent marriage certificates, must also be presented; and
- The $85 fee.
Applicants under 16 years of age must be accompanied by both parents. The only exceptions to this requirement are:
- If only one parent can be present, the other parent must sign a
statement of consent
authorizing passport issuance for the child. The statement
of consent must be signed before a notary public. In addition to the statement of
consent, the absent parent will be required to submit one of the following: a valid
U.S. or foreign passport or a good notarized photocopy of the identity and signature
pages of the passport; or a valid driver's license with a photograph; or a valid
military ID with a photograph; or a valid US Government ID with a photograph; or a
Certificate of naturalization issued by the U.S. Citizenship and Immigration Services;
or an Alien Resident Card (green card).
- A parent with sole custody or who is the sole parent of a child under the age of 16 must be present with the child, and must submit primary evidence of sole custody or that s/he is the sole parent, e.g. a U.S. or foreign birth certificate or a U.S. Consular Report of Birth Abroad naming the sole parent, the death certificate for the non-applying parent, a court order granting sole custody to the applying parent, a court order terminating the parental rights of the non-applying parent.
Applicants aged 16 or 17 must present
- The expired/expiring passport; and
- A completed but unsigned form
DS-11; and
- Two passport photos that conforms to our
specifications; and
- The $100 fee
It is not a requirement that a parent accompany an applicant aged 16 or 17. However, where the applicant is not recognizable from the photograph in the expired/expiring passport, we will require that one or other parent accompany the applicant in order to complete a statement of identification. The parent should bring his/her own passport. If the parent and the child have different surnames, documentation that will link the parent to the child, e.g. divorce decrees and/or subsequent marriage certificates, must also be presented. Also in any case involving an applicant aged 16 or 17, the officer may at any time require the attendance of a parent(s) or the submission of a notarized statement of consent from a parent(s) to the issuance of the passport.
Child / Minor (under 18 years of age) Replacing a Lost, Stolen or Damaged Passport
The requirements are as in the above section on Passport Renewal, except that the applicant must present other evidence of citizenship, e.g. a previous expired passport, a U.S. birth certificate, a U.S. Consular Report of Birth Abroad, a Certificate of Naturalization/Citizenship, and that applicants aged 16 or 17 must be accompanied by a parent. The parent must present his/her passport and in a case where parent and child have different surnames, must present documentation to link the parent to the child, e.g. divorce decrees, subsequent marriage certificates.
Adult (18+ years of age) Renewing a Passport Issued while s/he was under 16 years of age
Regardless of your current age, if your most recent passport was issued while you were under 16, your application must be submitted in person. You must present:
- The expired/expiring passport; and
- A completed but unsigned form
DS-11; and
- Two passport photos that conform to our
specifications; and
- Additional identifying documentation, e.g. a driver's license, current foreign passport, or national card of identity. Identifying documentation must bear a photograph of the applicant.
- The $100 fee.
Adult (18+ years of age) Renewing a Passport which was Issued 15+ Years Ago
Regardless of your current age, if your most recent passport was issued more than 15 years ago, your application must be submitted in person. You must present:
- The expired/expiring passport; and
- A completed but unsigned form DS-11; and
- Two passport photos that conform to our specifications; and
- Additional identifying documentation, e.g. a driver's license, current foreign passport, or national card of identity. Identifying documentation must bear a photograph of the applicant.
- The $100 fee.
Adult (18+ years of age) Replacing a Lost, Stolen or Damaged Passport
You must present:
- A completed but unsigned form
DS-11; and
- A completed form DS-64; and
- Two passport photos that conform to our
specifications; and
- Evidence of identity, e.g. an expired passport from which the applicant is
still recognizable, a driver's license, current foreign passport, or national
card of identity. Identifying documentation must bear a photograph of the
applicant. ; and
- Evidence of citizenship e.g. a U.S. birth certificate, Naturalization Certificate,
Certificate of Citizenship, Consular Report of Birth Abroad, or an expired passport; and
- The $100 fee.
